Puppy mill owners should be beaten daily.
The breeder I got my Shetland Sheepdog from barely breaks even due to how much is required in vet bills, food, vaccines etc.(A pup is usually from $2K-2.5K)
She does it more as a passion and to keep the breed alive and healthy.
If you want a particular breed of dog, you should look for owners that are serious and passionate about their dogs and their business. Always check if their breed history is healthy(We have a national database that covers everything here and open to the public)
Dog ownership is much stricter where I live, and you can get in a ton of trouble if you're mistreating your dogs or run an industry-like breeding operation.
