How do you convert digital fiat to bitcoin in the US without linking to a bank account? Most of our fiat is digital and controlled by state regulated companies (banks/brokerages/credit unions). Without some other conversion mechanism, Bitcoin is effectively state captured. Legislation could guarantee the right to do this, but that’s also a state mechanism.
