[2/2] … competition. The idea was that if a company makes location A compete against location B, any subsidy from A must get B's approval and vice versa. For the specific case of sports teams, a law outright prohibiting all governmental subsidy to them might do the job well, but the proposal above would help also in situations which are not cartels and which do work that is more important than artificial contests.
