I suspect that as far as institutional clients are concerned, Microsoft thinks it did its duty by making it so you could turn Recall off in Group Policy Objects. That doesn’t fix the problem of, e.g., random contractors’ computers taking Recall snapshots of PII, PHI, and other sensitive data.
