Paint the tape with back paint, preferably something that is easy to remove, unless you never plan to remove it.
The top? Get some upholstery thread and needle, and buy some leather (or pleather, or really anything else), remove the old what appears to be fake leather from the chair and replace that.
Time consuming but a useful skill to have. Chairs are getting rather expensive these days.
