nah, that looked like some kind of tethered projectile for which the arc followed the tether (probably not the best idea to be firing one of those towards a power line, fam)
a laser would have the same problem (at least the initial arc has a pretty good chance of following the path back down to source/ground, so make sure that isn't "you"), and it has the other problem that lasers aren't exactly cheap, but they have the virtue of being undetectable, long-range, and reusable
