In the US, people on certain gov assistance programs "qualify" for a cheap free smartphone or tablet. If they choose the phone, they get monthy allocation of minutes on a sim card. I'm confident they're loaded with hidden and not so hidden spyware. So, I think they'd have no problem issuing the population one.
