The International Science Council is calling for tough regulation of the academic publishing industry:
"Any market in which a very few companies are dominant should be the subject of review to determine how greater competition could be stimulated, potentially through the activities of a ‘digital markets unit’ that could also be charged to ensure data mobility, open standards and the entry of new, innovative providers."
