Broken refrigerator, side by side fridge and freezer.

I have gone down the list.
There is a buzzing from the compressor that lasts a few seconds, then it cuts off for about two minutes and starts again.
Condenser and evaporator fans are working.
Top of compressor is warm to touch, but not so hot it burns my finger.
Would compressor be hot like that without running, if there is a starting problem?
Capacitor? Relay?
