It's hard to buy that health and security are as concretely definable as mathematical concepts, or conversely, mathematics is as ill-definable as health or security, just because in both humans cooperate using socially derived epistemological conventions. That there is no largest prime number seems better established than any deduction of social science or policy. Completeness and consistency may be impossible, but particular statements are provable.
