In the case of Pinochet there was no based alternative to compare him to, Primo de Rivera was there enough to make Franco look like the second best option.
In both cases we can see how an impoverished people gets extremely wealthy extremely quickly and how the country industrializes and both regimes kept crime low and aociety stable.
However what I condemn is what happen next they both failed to build a proper ideological framework, they both returned power and both delivered they country to damnation after their watch was done.
You cannot embrace nationalist policies without embracing nationalist mindset and succeed for long.
