I wondered about the rent freeze in Scotland -- I'm just old enough to remember that in NZ when the National government under 'piggie' Muldoon in the 80s legislated an over-arching wage/price freeze. When it was lifted after a few years, overall inflation went fron a very artificial 3% to ~19%
