For now the most practical solution would be to fork AOSP (because muh Board Support Packages) and reconstruct the rest of the ecosystem... But then you need an actual money and manpower to be able to maintain such coherent ecosystem. And I wouldn't be happy with being just another Android downstream, without any real control on system development.
