Haven't seen anything yet to point you to. From what I've pieced together, my understanding is that it not just software, but it's the deeply entrenched cybersecurity "hooks" that they have in Windows (it's a bad .sys file). That's why the "fix" is to manually boot into safe mode and remove the bad file. (Though apparently, at least with VMs, the "fix" can also be just try 15 times and it'll eventually boot?)
