Perhaps Brazilians can follow the examples set and methodologies used by PRC Chinese, more than a few of whom have become adept at circumventing The Great Firewall of China.

For starters, Brazilians could change their DNS server settings from the default local ISP settings to OpenDNS or GoogleDNS servers. If that works long-term, they wouldn't even need a VPN to access TwitterX.

There are other workarounds as well such as using no-KYC VPN service providers (these exist and are plentiful).

If we look at the piratebay as an example, we'd see that , despite the best efforts of practically all governments on Earth, and even the incarceration of tpb's founders, the site's still up and running today and is not too difficult to access.

People are going to access online whatever they want, is my point .
