I think a troll would definitely say it.

I also think that some men would say it as a sort of machismo, same way they like to post Hitler memes or whatever, for effect.

I've had men say it to me, personally, as a weird, creepy come-on, or because they know some women find that sort of talk sexy.

And I think someone could potentially logically argue themselves into a box, where they felt compelled to say it, in order to not admit faults in their previous logic.
