At the start of the 1980s, banking in Aotearoa was mostly owned by the public, as was the insurance sector. There were charitable community-owned savings banks and building societies (remember SBS?). Plus there were larger publicly-owned banks that were run as social enterprises, for public benefit, with oversight by Parliament.
