Well that's a bit like saying "smartphones are ENIACs but moreso". New capabilities create new threats and new opportunities, and need new approaches regulation.
I do believe genAI is sufficiently different in its effects on society from text and data mining as understood, say, 5y ago, that it requires a different framework.
