Should we have switchable "relay sets"?

A relay set is a collections of relays, representing a mode of connection. For example, "public mode", as opposed to "team mode" or "family mode" or "close friends mode" or "neighbourhood mode".

We would switch between relay sets depending on whom we want to interact.

One relay set might be composed of a single private relay. Could relays insist that they be unique within a relay set, enforcing privacy (of sorts)?

Another relay set could consist of many relays, interacting with the world.

On the client side, each relay set would have its own conversation history and visible participants.

Doable?

Because "Pay-to-relay" is ultimately premium for tight relay sets.
