As Mises puts it, since government had inflated the money supply through coinage (Roman Empire) or with the printing press (French Revolution) and people people begun to complain, the only way to enforce price control was through brutality.
During the Roman empire, the death penalty was the punishment for asking higher price.
As for the French, the guillotine was the penalty.
