I don't normally concern myself with what I consider fluff such as the Kristi Noem dog and goat story. However as a country dweller I can give you some info to help sort it out.
Not being a good gundog would have likely seen "Cricket" gone for adoption. Killing a neighbor or anyone elses chickens is an automatic death sentence for the dog. The chicken owner has the right to kill the dog but Noem took responsibility and did it herself. It wasn't nice, but it was the right thing to do.
