Very unlikely due to inconsistencies between relays and unneccesary added latency, not to mention its packing a protocol on top of a protocol and using more network bandwidth in the process.
Maybe I misunderstand the approach of NIP-100 but to do it would be rewriting portions of code with no meaningful benefit.
