Of course it has had success during trials, but that's just proof of concept. The only way to make it work nationally or globally is on a hard money standard like Bitcoin. And it doesn't need to be done on chain, it could be done with a Layer 3 token built on top of the Lightning Network. Fix the circulating supply of the token to population, and issue 100 tokens for each child born, burn 100 tokens for each person who dies. I have a whole design in my head that I wish I could get down on paper/screen.
