There is no objective definition of "spam". Only arbitrary ones that can have one of two possible outcomes:
1. filter spam partially only
2. filter spam partially only, and some legitimate content too

In civil terms, I will always support a system that allows some guilty people to get away with a crime rather than one that jails even one single innocent.
