Much if what you say is reasonable but the concept of “rule of law” must be evaluated in the context of who makes, interprets, and enforces “the law” I’m sure there is “rule of law” in Russia, Iran, and North Korea also. And, “laws” that span thousands of pages unread by the politicians who make them do not inspire confidence.
