I'll dig into the IRC Section to be sure, but my understanding is that the $600 rule targets businesses. Not the general public sending money to each other. As for the $10k with banks, its pretty easy to stay below that number. I'm not talking about tax evasion, so if I convert $10k+ to fiat for some reason, I'm not concerned with reporting the income. But my holdings until that point are my business.
