Narrator reporting past events from the present's perspective uses past tense, so "would" (past tense of "will"; "should" isn't appropriate because it'd parse as uncertainty or a moral judgement in this context): "the twins cried."/"fate would smile upon them" -> "she heard their cries"

Narrator reporting past event's from the past's perspective as they unfold uses present tense, with "shall" to foreshadow ("will" would also work): "the twins cry."/"fate shall smile upon them" -> "she hears their cries"
