you're ignoring the usual use case, though, I think

cars engage in a lot of stop-and-go, and short trips interspersed with longer ones

there is a cost to spinning up a turbine for that 3-mile trip to the store; what do you do with the hour the person is in the store? burn fuel for that hour (which is a total waste) to keep the turbine at speed? or do you shut it down and start it up again (wasted fuel getting back up to speed, more wear on components)?

for a very large chunk of use cases, including most city usage, the turbine shouldn't be on at all; it should only be activated when you ***know*** that it is going to need to be on for a long time, such as a long trip without stops, or when the power output can be used to do something useful (such as "refill the battery")
