I looked into this and found that this ruling was later overturned by the U.S. Court of Appeals for the Ninth Circuit in 2002. The appeals court held that the Titles of Nobility Amendment had not been properly ratified, as the required number of states had not ratified it by the deadline set by Congress.
So between 1995 (when the Nevada court ruled) and 2002 appeals court ruling it would have been technically valid.
SCOTUS hasn't considered it - if they did, could still change.
