I don't disagree, but the quick and easy fix is to exclude students from immigration figures and make post study work visas more competitive internationally. Our world class HE is attractive to all and can be self funding, but is being destroyed by right wing anti-immigrant idiocy. Should be more government investment, but stopping the active hostility would be a helpful first step.
