Rights group condemns China’s national security law for suppressing freedom of expression in Hong Kong

The International Service for Human Rights (ISHR) has condemned China's National Security Law (NSL) for suppressing freedom of expression in Hong Kong. On the fourth anniversary of the NSL, ISHR expressed support for UN experts' views, calling it one of the "harshest" laws ever adopted in suppressing freedom of expression. The NSL has faced persistent criticism for its harsh crackdown on Hong Kong residents, with activists being jailed and NGOs facing difficulties in operating. The report by ISHR titled 'National Security Law in Hong Kong: Adverse Impacts and Growing Risk of Reprisals' highlighted the dramatic changes in the civil society environment in Hong Kong since the imposition of the NSL. Many activists have been prosecuted and jailed, NGOs have ceased operations or made dramatic changes to their work, and activists and NGO workers have been forced to abandon their rights work or leave the city. The NSL has made it impossible for human rights organizations in Hong Kong to operate freely and without fear. The law has also affected the political climate in the city, with tensions arising between the government and civil society. The Hong Kong Legislative Council (LegCo) no longer allows alternative views or the voice of civil society to be heard since the adoption of the NSL and the holding of 'patriots only' elections. Individuals or organizations based in Hong Kong are at increased risk of retaliation and intimidation when engaging with the UN on human rights issues due to the NSL. The report concludes that the NSL has directly placed them at new and increased risk. The ISHR report also highlights that Hong Kong civil society groups have not been invited to provide their views since 2021.
