I haven't looked much at the packet layer, but I suspect ISPs could block on port, packet size, or next protocol if not encrypted. Since I don't see much BTC nodes going encrypted, that is a legitimate concern. That being said, I think we're good until digital IDs roll out, then we'll absolutely need something like that.
