This sentiment might be OK if it weren't for the words "free", "innocent", and "citizens."
Everyone is guilty of something. Fewer people have unquestioned citizen status than you'd expect. A country shouldn't be doing mass surveillance in any case.
Given our race-based legal and punishment systems, our country never was free even before technological mass surveillance.
