A dynamically typed language like ruby or python probably makes working with ActivityPub easier, especially with libraries available for it. Object oriented is less important than being able to easily shove both a string and a structure into the same variable without it becoming a mess to handle.
I end up using tagged unions where I absolutely have to do this, and it is very much a pain.
