My understanding is that it's using wet bulb temperature, which it's calculating from dry bulb temperature and relative humidity. In my reply I confused wet bulb temperature and dew point (edit: oh wait I ended up not mentioning that), but the post gives a relative humidity of 84%, which doesn't appear to be close to accurate anywhere around there.
