It’s easier in the long run to remove it without spraying.
It takes some work but you can break the dry stems and tug it out. It’s likely the fence is in good condition as ivy keeps everything inside really dry. You might have some stems growing in and out of the fencing , you can just cut this out bit by bit.
If you spray the plant it it will still need to be removed anyway - so I’d just get stuck right in and start pulling her out 💜🫂
