I’m thinking for maximum simplicity: a new user with less than N follows sees a “Recommended” button, clicks it, and that’s all you gotta do. New users may not even know yet what an npub is.

Under the hood, the client either calculates the Recommended list, or (maybe better) requests the list from a DVM. Only caveat is that it will take a few minutes to calculate it for the first time.

Actually, I take that back. There are ways to get around the first-time-usage delay. A quick and dirty Recommended List would simply be the superposition of the recommended lists of each of your follows. A rapid first order approximation for the sake of better user experience. Two minutes later, get an updated list (that may end up in practice being the same list, or at least pretty damn close).
