Criminals make shivs inside prison that don't have GPS trackers in them. They will have less of a problem doing the same outside of prison.
As usual, this only ties the hands of the law abiding to the benefit of criminals.
Either the rulers are insane or they want the criminals to win. I'm thinking the latter, because the majority of the rulers are themselves criminals.
