Afaik this basically looks like expanding the existing cross-desktop specification for background apps that GNOME already implemented to include dynamic actions, exposed either in the background apps menu and/or as actions on the app icon’s context menu. There is already an API used across some desktops (Unity Launcher API, I think?) to do this, but I'm not sure if it's entirely fit for purpose; smarter engineers than me will make those kinds of decisions.
