The Tenderloin, and the neighborhoods around it, were historically the seedy parts of the city.
You only THINK it's an opulent area b/c a bunch of rich people bought up the depressed-value property, painted it, then convinced other rich people to fork over WAY too much cash to live in a poor neighborhood.
