"Forks" are only called that if they lose the battle. If they win then they are just Bitcoin. So like you liar says it would impossible for me to know which "fork" would be Clown and which would be Bitcoin.
I guess there is no such thing as "proposing" a clown fork, because until the market decides, you can't know if it's a Clown Fork or Bitcoin.
