This is 4 months later and im almost certain you won't see this but perhaps I can give an alternative to why Lowery might recommend the fed buy bitcoin. I don't think you need the fed to be a force for good. Instead he might see the world as a global competition between national powers and he is explicitly a member of one of those powers. If the next frontier of warfare is going to be in cyberspace and utilize the bitcoin network then it'd in his interest as a member of that group to recommend they have as much power in that space as possible. The same any soldier would like to enter a war situation with as much fire power on their side.
