the difference between having one digit in your counting system and having two or more is pretty significant.
with only a single digit, you need it to be 1 to be able to count, and 0 would just be an empty space. a very literal representation of an amount.
adding zero is what gives you multiplicative positions in multiples of the radix. you simply can't have that with less than 2 digits.
