That is part of the cascade failure though as every moment spent wrestling with the system is a moment lost for what they're supposed to be doing. I know my employer has tooled around with the idea of installing industrial backup generators at their plants, but in addition to the extreme cost, they know they'd be switching out one problem for another ("Will the stupid generator even work when we need it? Who will test it and service it? The people who can't even get a job at the power company?"). Just getting one person to buy the right material at the right time is struggle enough.
