I used to work in NHS IT (not the actual IT dept tho - long story).
There is no time or equipment (spare, much less dedicated) to practice new skills.
Many staff were very unfamiliar with tech beyond writing simple emails and documents, mainly because they never had time to play with any of it.

But getting *anyone’s* manager to ‘allow’ them time to improve anything was like pulling teeth.
