Federal tax revenue was down in December so it'd make sense that it was down in the states too. Unlike the Feds though, states cannot bully the Fed into buying their debt. Also, watch the whole "unfunded mandate" argument from the '90s come roaring back as states short on cash realize they cannot pay for what DC ordered them to.
