Higher fees would be a problem for the users, not the attacker. If he submitted all his transactions and set the fee at something he can afford, but is too high a price for everyone else, then that's a problem.
But the main thing here is the space. You can send one sat and consume and arbitrary amount of space. Sending 1 sat to 1000 addresses still has a fixed amount of space per transaction. You can send to as many addresses as you'd like, but each transaction size is in relation to the transaction itself, not the extra bloat that was attached to it.
