Israel is a country that issues second-hand underwear to troops. No way did they pay hundreds of millions for this, not even with sympathetic industrialist co-religionists in Hungary - those expect to get paid handsomely for their silence.
The US govt paid for this. I trust them to distribute both bugged and booby-trapped phones at home and to allies, but I expect them to be more selective than the Israeli regime.
