I looked into it a bit, and there is a lot of ruby and postgres things going on. Apparently ruby creates the date in the local timezone, and postgres does all the timezone stuff internally only. So ruby has to tell postgres the timezone or it won't be aware of it.

Further it seems that at least for the API, there is also tinkering with the time of the returned date, resetting it to midnight.

It's quite mindbending :D It could explain the issue, but maybe it doesn't. I don't know.
