A decentralized protocol means that all development is decentralized and all quality controls are also decentralized.
You could even have a quality relay that just analyzes all of the notes for conforming to a minimum standard (defined by the relay, by referencing particular commits of NIPs) and use that to objectively rate the products in an app marketplace.
That would actually help decentralize development by allowing new or small projects to get certified.
As it is, you basically have to stick to the big ones, unless you have a large appetite for risk, like I do.
